Artist
Pierre J. Kinder, who signed himself "Kin", was apparently a mainstay at the
Chicago Daily News for many years (at least 1905-15), but in that time he only contributed to a handful of their many comic strip offerings.
One of only two series he originated himself,
Burglar Bill was a generic take on the burglar strip, one of the mainstays of the early comic sections. Kin does a serviceable job on the strip, which ran for a mere seven installments from January 9 to March 27 1906.
